FMCSA removes three devices from list of registered ELDs

Aug. 3, 2023
Three electronic logging devices (ELDs) were removed from the federal organization's registered list due to their lack of specific technical features.

The U.S. Department of Transportation Federal Motor Carrier Safety Administration (FMCSA) has removed All Truckers ELD, PRIMELD, and Secure ELD devices from its list of registered electronic logging devices (ELDs), and instead placed them on the Revoked ELD list.

All motor carriers with these devices must discontinue using them immediately, and instead revert to using paper logs or logging software to record their drivers’ hours of service data. Then, carriers must replace the revoked ELDs with compliant ones, which can be found on the Registered Devices list. All carriers have until September 23, 2023 to do this.

Until September 23, inspection officials are not encouraged to cite drivers for using the revoked ELDs, but must request paper logs, other software, or an ELD display backup log. However, once September 23 passes, those still using the revoked ELDS will be considered as operating without an ELD and will be cited 395.8(a)(1) and put out-of-service.

However, if the above ELD providers correct the discovered deficiencies, they can be restored to the registered devices list. FMCSA reported that the technology was removed from their list of registered providers because they did not meet the minimum requirements of 49 CFR part 395, subpart B, appendix A, effective July 25, 2023. This section of regulation specified the technical requirements for ELDs, including functional security requirements, internal engine synchronization, ELD inputs, manual data entries, drivers’ use of multiple vehicles, and ELD automatic information reception.
