FMCSA removes three devices from list of ELDs

The removed ELDs include devices from Pioneer Safety Solutions, Black Bear ELD, and Rollingtrans.

The U.S. Department of Transportation’s Federal Motor Carrier Safety Administration (FMCSA) has removed three new devices from its list of registered electronic logging devices (ELDs).

“If an ELD isn’t meeting federal requirements, it’s taken out of service—plain and simple. We’ll keep making clear, fair decisions that put safety first and support everyone who shares America’s roadways,” said FMCSA Administrator Derek D. Barrs. 

The three below devices do not meet the minimum requirements of Title 49 CFR Appendix A to Subpart B of Part 395:

  • ELD Provider: Pioneer Safety Solutions LLC
    • Device Name: PSS ELD
    • Model Number: PRS
    • ELD Identifier: PRS271
  • ELD Provider: Black Bear ELD
    • Device Name: Black Bear ELD
    • Model Number: BRS
    • ELD Identifier: BRS254
  • ELD Provider: Rollingtrans
    • Device Name: RT ELD Plus - ACCURATE ELITE
    • Model Number: RT-ELITE-BLE3647
    • ELD Identifier: RTEL47

Carriers currently using these ELDs have 60 days to replace them. In the interim, they can use paper logs or logging software to record drivers’ hours of service data, but they must install compliant ELDs by Feb. 7, 2026.

Until that date, inspectors won’t cite drivers with the revoked ELDs for 395.8(a)(1) – “No record of duty status” or 395.22(a) – “Failing to use a registered ELD.” Instead, they’ll ask for your driver’s back-up logs, whether paper or another logging software, but after Feb. 7, 2026, drivers with the revoked ELDs will be placed out of service.

If Pioneer Safety Solutions, Black Bear ELD, and Rollingtrans correct the issues with their devices, FMCSA will reinstate them to the Registered Devices list.
