The Federal Motor Carrier Safety Administration (FMCSA) will no longer be accepting paper payments, including checks and money orders, as of Sept. 30, 2025. Instead, carriers and fleets will need to pay fees for applications, reinstatements, or civil penalties through a credit or debit card.
According to FMCSA, the transition is due to Executive Order 14247: “Modernizing Payments To and From America’s Bank Account.” The digital system is meant to be faster, more secure, and efficient, overall reducing errors and administrative work.
How payments will work going forward
For users paying insurance filing fees, they should refer to their invoices for payment instructions, while instructions on how to pay initial applications, name changes, and reinstatements will be on FMCSA’s website.
Anyone who sends a check after Sept. 30, 2025 will have their check returned, slowing their administrative process. Additionally, anyone who submits a paper application will have to add their credit or debit card information at the bottom of the form.
